Uncounted


A cell where nobody could establish the answer, kept distinct from a cell where the answer is nothing.

Also written: unknown, not established

A casino nobody could count and a book with no casino are opposite findings, and a column that renders both as zero destroys the difference. Worse, it rewards the wrong side: filling every uncounted lobby with a plausible figure hands the games criterion to whichever operator happened to be countable.

The model behind this index refuses to substitute a value for a fact it does not hold. An unanswerable criterion drops out of the arithmetic entirely rather than contributing a manufactured number, and every entry says how much of the model it was scored across, so a score computed over four criteria is never mistaken for one computed over five.

The word carries an obligation as well as a caveat. Uncounted means somebody should go and count, from inside the country, and the entry is where the next pass starts rather than where it stops.
